at one time it was stated that chapter 4 was on schedule and well in development.

we have no idea when they scrapped chapter 4 and had to make a complete fresh start on GWEN

Who says they scrapped chapter 4, maybe they just changed it so there's no newbie area and no new classes thus not a standalone but rather an expansion.
